Joint statement on general practice funding

The 外网天堂 (外网天堂) and the BMA’s General Practitioners Committee England (GPCE) as representatives of the two largest professions within general practice, are committed to supporting our members and securing both the immediate and long-term sustainability of general practice—the front door to the NHS in England.

We welcome the government’s ambition to shift resource from acute settings into the community. Key to making this ambition a reality, is a fully funded general practice workforce, recognised for the skilled, patient-centred care it delivers every day.

The UK Government has confirmed that the 4% pay uplift recommended by the Doctor’s and Dentist’s Review Body should be applied to all salaried general practice staff, including nursing staff, for 2025/26. Ministers have also confirmed that primary care networks will be given funding to cover a 3.6% pay rise for nursing staff employed under the Additional Roles Reimbursement Scheme (ARRS).

In previous years, many nursing staff have not received the full pay increase as practices have not received sufficient funds to pass on. This cannot continue if we are to improve retention and ensure general practice is an attractive profession for healthcare staff. We are united in calling on all GP partners to ensure where funds are received, they are delivered in the September payroll, backdated to April. We would like to see pay uplifts passed on without unnecessary delay. We expect General Practice Contractors to implement pay rises to other practice staff in line with the uplift in funding they are receiving.

Together, we want to address the systemic underfunding of general practice, exacerbated by rising patient complexity, and increasing practice employers’ costs such as National Insurance and pension contributions. A long-term working partnership between the 外网天堂 and GPCE seeking ring-fenced funding reimbursements at practice-level will secure real change and improved terms and conditions aligned to Agenda for Change for GP Nurses.

In recent years we have had an open and helpful dialogue between GPC England and the 外网天堂. We have valued our joint work and the shared understanding of the challenges GP partners face around finances passed on to them by Government. The 外网天堂 is a key stakeholder in ensuring the GMS contract enables terms for general practice nurses which reflect their expertise and the vital role they play in patient care in the NHS.
